One of the traps within the building industry is quoting on per square meter cost. Cost per square meter is highly subjective to the needs and requirements of each customer as the quality of building materials, fittings and fixtures determines the final contract price from which the per square meter price is derived. (most building companies quote a low per square meter price based on only providing 1 power point in each room with 1 down light and a small window, lower grade of paint finish and plastering and limited choices of fitting and fixtures and many others, just be sure to ask questions and explain your living needs)
